Summary: The goal of this Re-Entry Project is to enhance the agriculture extension delivery, and to develop an extension model led by rural-based organizations (RBOs). The targeted outcome is the establishment of a system wherein four selected RBOs become extension agents that will use the farmer-to-farmer approach and the "big brother, small brother" model in extension delivery. The four RBOs were the Pambansang Mannalon, Mag-uuma, Magbabaul, Magsasaka ng Pilipinas (P4MP) representing the farmers and the fisherfolks, Rural Improvement Club (RIC) for the rural women, the 4H Club of the Philippines for the youth sector, and the Magsasaka Siyentista (MS), a group of successful agri-entrepreneurs who demonstrate the use of science and technology-based innovations in their own farms. It was determined that the performance gap that resulted in the failure in the utilizing the services of farmers in extension delivery was the absence of a well-organized system that allows for effective collaboration and partnership between and among the four RBOs. This performance gap limits the small farmers from learning from the other progressive members of the organization. The "Harmonization of RBOs Towards Enhanced Agriculture Extension Delivery Service" was the proposed intervention to address the performance gap. The intervention was piloted in Region XII. This is a system of collaboration through the RBO integrative bodies, composed of officers and/or members from the four RBOs, in which the MS group takes the leadership. The activities undertaken during the three-month ReP period were laying the groundwork activities to ensure effective and efficient implementation of the RBO Strategic Plan, and the implementation of extension projects and activities of the harmonized RBOs that would contribute to the attainment of the goals of the project. Time for consultation, validation and re-validation of activities were invested in order to harness principled engagement, shared motivation and capacity for joint action among the stakeholders. An acceptable framework and agreement were defined by the stakeholders and these were documented through the signing of a Memorandum of Understanding between the RBOs and the ATI.
