Summary: The Philippine Development Plan (PDP) 2011-2016 cited the poor performance of the agriculture and fisheries sector attributed to the weak agricultural extension service of the Local Government Units (LGUs). The Department of Agriculture (DA) continues to address the same problem over the years through the various agricultural innovation introduced by the Philippine Government. Such innovations included the of the agriculture and fisheries extension (AFE) programs and services of the DA with the Agricultural Training Institute (ATI) as the lead agency. With this, an organizational assessment was conducted to determine the performance gaps affecting the delivery of AFE services. Results showed that there was no standardization process of developing training modules at ATI which greatly affected the overall impact of the training programs conducted in the regions. As the apex agency for a unified and efficient AFE system, the needed standards important to maintain the quality of training programs provided to the clients and align the AFE program and services to the needs of the farming and fishing communities. The major interventions employed in this Re-Entry Project (ReP) aimed at determining resource person's level of engagement through key informant interviews and in assessing the present knowledge of the technical staff of the Institute in terms of training module development. Applying the knowledge management (KM) strategies through a bottom-up approach, the interventions were designed and conducted to convert the resource persons' and personnel's tacit knowledge into explicit knowledge inputs to standardization policy. The data were generated the ATI's network of training centers in the regions. The results of the key informant interviews revealed the general profile of the respondents according to their expertise and qualifications and their nature of engagement as resource persons to ATI training programs. Likewise, the results showed that majority of the respondents preferred to be engaged in the training module development with clear terms of reference. Moreover, the two-level workshops conducted for this ReP noted the volume of tacit knowledge as well as knowledge gaps among the ATI training personnel in terms of developing training modules. Hence, some strategies were recommended by the technical staff, which were considered in the formulation of the policy on standardizing the process of training module development. During the consultative workshop, the project's final output was prepared, reviewed and approved as the policy entitled "Guidelines on Training Module Development."
