Summary: The Literacy Program for OFW Compulsory Insurance (LPOCI) is a Re-Entry Project (ReP) created as a tool in bridging the information gap between of the OFWs and the existing mandatory insurance protection mechanism designed to protect their interest and welfare. The Insurance Commission, with its mandate of fostering insurance consciousness among the general populace, has elected the LPOCI as the logical answer to the problem of low awareness of the OFWs with the mandatory insurance. The information gap was determined through the conduct of an organizational analysis which focused on the existing programs and projects of the IC. The absence of a literacy program for the OFW Compulsory Insurance was established as one of the proofs that the informational gap exist. This deduction was later on corroborated during the dialogues of the ReP Team with the stakeholders. The Centre for Migrant Advocacy (CMA) had surveyed the OFWs' awareness to the Compulsory Insurance Coverage for Agency-Hired Overseas Migrant Workers and found that only a few knew about the insurance. The LPOCI was conceptualized based on the framework effectively utilized in Indonesia which was able to establish the results chain of financial education to financial literacy to consumer protection and to the stability in the financial sector. Further, stakeholder involvement was given premium in the Re-Entry Project-engaging them to participate from the conceptualization to the finalization of the ReP outputs. The main objective of the ReP is to offer information on the Agency-Hired OFW Compulsory Insurance and make these accessible to the OFWs, information-seekers, and the general public. There are three main outputs of the LPOCI. First is the Trainer's Handbook which will be used by the Insurance Commission trainers when preparing for or conducting seminars for the frontline service personnel of government agencies directly dealing with OFWs. Second is the establishment of an online web page for the Frequently Asked Questions about the OFW Compulsory Insurance, in English and Filipino languages. The third is the creation and mass production of pamphlets to be distributed in Agency's literacy campaigns and road shows. These outputs are envisioned to serve as the medium of spreading insurance awareness. The Trainer's Handbook will allow for a more comprehensive discussion of the seminar instructor with the topics under the OFW Compulsory Insurance. The online FAQs will enable free-flow and accessibility of information wherever an OFW, a relative, or an interested party maybe at their convenience. The pamphlets also promote the dissemination of the basic information and advertising the web address of the FAQ for the general public's benefit. The LPOCI underwent consultation process with the participating stakeholders in the government, the private sector (insurance providers), and the OFW civil society organizations (CSOs). The private sector and the CSOs were consulted before the outputs were drafted. Further, comments from the stakeholders were solicited and judiciously incorporated in the outputs after the due exposure of the final drafts.
