Summary: This Re-Entry Project (ReP) is a response to the overwhelming public demand for a more open and transparent government. Due to various government and economic failures, people tend to get involved in the developmental processes. The ability of the public to access relevant government information is widely believed to be one of the pillars of participative democracy. People's access to information is a powerful tool to empower them to participate in clean and honest governance. Even if policies are in place where public are allowed to have access, but the processes, mechanisms, or when the requirements in accessing these information are too restrictive, the entire exercise will fail and defeat the very purpose of making governance a transparent one. The digitization of government documents, use of internet, and government participation to social media are now at the heart of an open government. The fast pace of information technology has somehow influence how the government does its official businesses and public transactions. This ReP is anchored on the role of NEDA in delivering its mandate and services. Focusing on NEDA regional offices, it plays two main roles in the development process. Its primordial role is to serve as the planning arm of the national government at the regional level. It makes sure that the national thrust and priorities of the administration are cascaded down to the household level. The other role of NEDA regional offices is its being the Secretariat to the Regional Development Councils. For this ReP, the focus is on the role of NEDA Regional Office No. 2 (NRO2) to the Cagayan Valley Regional Development Council (CV-RDC). The CV-RDC is the highest policy-making body in the region. Its action or decision is translated into resolutions. Through these resolutions, the council provides guidance to the activities of all stakeholders in the economic development and activities of the region. Access to these resolutions becomes crucial and attuned to the idea of an open government. Considering the role of NRO2 as Secretariat to the CV-RDC and in adherence to transparent governance, a system improvement project has been introduced through this ReP with the primary objective of establishing an online database and tracking system for the CV-RDC resolutions. The ReP plan will address the need to information of the regional stakeholders as far as the status of the CV-RDC resolutions is concerned. It leads towards improving NRO2's system in providing efficient secretariat and support services to the Council. In the improvement of the system, the regional populace is expected to participate, get engaged and be empowered by the information that the ReP plan offers. The expected participation and engagement of regional stakeholders and the public in general in providing feedback to those resolutions would likewise spell collaboration to the ReP continuous implementation. The ReP is directly linked with the Key Result Area of NRO2, particularly on the provision of technical and advisory services to the CV-RDC. It addresses a real concern of the agency as secretariat to the CV-RDC, considering the fact that the subject resolutions are the end product of all the meetings, deliberations, decisions and actions of the Council and its committees. It is worthy to note that these resolutions contain the sentiments of the entire regional populace under the principles of governance by representation. Inaction to a resolution by the implementing agency to which the resolution is endorsed reflects the inefficiency of the council to produce results. Thus, the online database and tracking system are crucial in monitoring the status of the endorsed resolutions. While the ReP was successfully implemented and developed, it still requires a continuous improvement and commitment to sustain the gains that have been achieved. Initially, it is an improvement in terms of stakeholders' access to these resolutions.
