Laying Intelligence Network Effectively in the Insurgency Threatened Barangays of Ilocos Sur (LINE in the Insurgency Threatened Barangays of Ilocos Sur) is an intelligence project which aims to launch an innovative way in intelligence networking and information gathering operations. It aims to address the existing problems of the Regional Intelligence Unit 1 (RIU 1) which is the lack of established intelligence networks in the far flung areas of Ilocos Sur in line with the implementation of the PNP anti-illegal drugs campaign "Double Barrel-Alpha". It will introduce the participation of NPA in the production of intelligence data, exclusive on anti-illegal drugs operations, through information sharing endeavor. The ultimate goal is to eliminate the illegal drugs business in the province. It will be focus on the identification and location of marijuana plantation, illegal drugs laboratories and the identification of drug personalities. The project would not require much budget from the mother agency (PNP) but will utilize the existing resources and intiatives of the unbit. It will also engage the participation of the different stakeholders in the community like the LGUs, other concerned government agencies, Community leaders and elders and the insurgents operating in region 1. Moreover, the project will contribute to the success of the current peace talks being undertaken by the government with the CPP-NDF-NPA.
