Summary: The Cooperative Development Authority registers, regulates and develops cooperatives by ensuring their viability and growth "as instruments of equity, social justice, and economic development." (Phil. Coop. Code, 1991). In performing this mandate, the agency includes Technical Assistance Services (TAS) programs as one of its major final outputs to reach and serve the citizenry. The modes of TAS include, but not limited to mentoring, coaching, consultations, cooperative clinics and advisory services. The Re-entry project sought to enhance the technical assistance services delivery system at the CDA-Manila Extension through the development of a citizen-centric manual complete with protocols and guidelines as a scheme to improve its public service. To fulfill the project, various activities were executed like devising and executing a Re-entry project plan. To operationalize the plan, the scholar formulated a communication strategy aimed to involve all stakeholders in the project, as well as observed and documented the actual performance and delivery of technical assistance services. Moreover, a mini workshop with process holders was initiated through a focused group discussion to initially analyze, assess and/or evaluate the existing practices and processes of performing the technical assistance services. The activity drew insights and recommendations that eventually became material inputs to the proposed TAS manual. Additional initiatives undertaken were the constitution of Technical Assistance Services-Quick Response Team (TAS-QRT), identification and documentation of partners, and drafting of the Citizen Satisfaction Feedback Form (CSFF). Experiences and lessons derived by the scholar were likewise made an integral part of the report as well as his recommended future steps to sustain the project.
