Description: 85 leaves : color illustrationsSubject(s): Online resources: Dissertation note: Public Management Development Program Middle Managers Class Batch 12 Thesis (MMC)--Development Academy of the Philippines. Summary: On February 28, 1986, former President Corazon C. Aquino issued Executive Order No. 1 for the creation of the Presidential Commission on Good Government (PCGG) which has the primary mandate for recovering the ill-gotten wealth amassed by then President Ferdinand E. Marcos, his family, cronies, and associates.Thirty one years after, the public is either unaware that PCGG still exists or questions its existence because they do not know what is actually happening with the Commission. This paper describes the solution devised by an inter - department team within the PCGG to address the lack of public awareness and knowledge about the agency through the use of internet portal. The team launched the Re-entry Project (Rep) PIRATE or PCGG Information Recovery Activities towards Transparency and Excellence. The ReP PIRATE aims to create a transparency portal that will publish the ill-gotten cases handled by PCGG. This is expected to heighten public awareness and understanding of the Commission. Likewise, the portal will include information on the amount of recoveries so the people would know how much of public funds was stolen. The portal will also have a feedback mechanism to engage the public in conversation. Similarly, the ReP will stablish a Computerized Assets Database (CADB) System for all the sequestered assets and corporations. In turn, the CADB System would be linked to the transparency portal to help in the case build up of lawyers and serve other users. The PCGG plans to continuously improve its information technology system by digitizing its documents, and eventually transform the project into a Knowledge Management System (KMS). PCGG is unique in its mandate and benefits the government as an agency that documents the recovery process for ill-gotten wealth. The PIRATE project is just an initial step in providing the stakeholders the information they need regarding the PCGG. The KMS is also a potentially effective tool that the government can use in analysing and fighting the country's corruption problems. As the PCGG intensifies its effort to improve its functional capabilities, it could become the world's benchmark ill-gotten wealth.Item type | Current library | Call number | Status | Barcode | |
