Summary: The total number of drug surrenderees all over the Philippines has breached the one million mark and has already reached 1,179,462 to be exact as of January 31, 2017 (Rappler, March 21, 2017). The overwhelming results on the campaign against illegal drugs have redounded to the responsibility of the government to ensure the well-being of every family affected by drugs. The DSWD as one of the pillars on Drug Rehabilitation Program of the current administration is tasked in providing after care services to the recovering drug dependents thru a convergence of the services of agencies. Most often, families of killed and jailed drug convicts, surrenderees and recovering drug dependents are left helpless. It is so evident that not only the drug convicts, dependents and surenderees are needing intervention but also their families. To be able to respond to the needs of the family, a situational profile of every family must be establish. Household assessment should be conducted with the result as basis of all concerned agencies in providing services and intervention. Thus, a Re-Entry Project (ReP) was developed in providing intervention to improve the family life quality of target families affected by drugs in Iloilo City. The ReP is entitled Integrative Social Protection Intervention for Resiliency and Economic Development (InSPIRED): A Support Project to Families Affected by Drugs. It is a social protection framework for the establishment of case management system to individuals and families affected by drugs in Iloilo City. Through convergence of services from different agencies and institutions, a social protection plan was developed that focused on three dimensions: family life quality; health; livelihood capacity and family relationship. The project prioritized families whose levels of well-being have degraded due to involvement of a family member in illegal drugs. In most cases, drug dependents, surrenderees and drug convicts are breadwinners in the family. As a consequence, livelihood and income were adversely affected. Thus, this further affected the health of family members and the education of the children. The ReP served as a mechanism to identify social welfare and development components for possible areas of convergence which DSWD and partner agencies such as DOH, TESDA, DepEd, DDB, DOJ-PPA, and BJMP among many other that has some control in managing, improving or developing the family well-being to a better level. Moreover, this ReP will assist the families of drug surrenderees, drug dependents and drug convicts uplift their lives from degradation to a level befitting dignified human beings. Using Specialized Family Welfare and Development Indicators (SFWDI), a modified version of the Social Welfare and Development Indicator (SWDI) used to assess Pantawid Pamilya beneficiaries, the families of the surrenderees likewise were assessed to gather the baseline data. Results of the assessment on employable skills, employment and income under economic sufficiency indicator, and, health and family relationships under the social adequacy indicator were encoded to the information system as a basis for providing interventions through a referral system from both public and private sectors. The system shall likewise be used to periodically monitor the progress of each family. In three months, the ReP had delivered the following: I. Baseline Assessment Results of 57 Family Clients on: - Livelihood Capacity (including Skills Inventory) - Family Health - Family Relationship II. A documentation of the social protection system that the scholar had established III. Provided services and livelihood support to 84 identified families documented in the Case Management folders. Essentially, a Social Protection Plan was developed containing major issues, concerns and identifying the social protection program or intervention that were provided to the identified family participants, the resource requirements, timeframe, the responsible unit/person and the expected output on each respective target locations in Iloilo City. Further in the future, beyond the ReP implementation timeline, a social protection plan checkpoint, annual assessment and evaluation shall be conducted to check the outcomes of intervention and the progress of the identified beneficiaries. It shall also be used to monitor priorities and accountabilities which shall help manage and enhance performance of the responsible unit or individual in attaining expected results. The DSWD envisions all Filipinos free from hunger and poverty, have equal access to opportunities, enabled by a fair, just, and peaceful society. This ReP has ensured an inclusive delivery of government programs and services to the family of drug victims, drug dependents, and drug surrenderees. More importantly, this ReP served as a powerful mechanism for a more efficient, effective, participatory, synergetic and results-oriented delivery of intervention. Accordingly, this ReP shall ensure that no family will be left behind who needs immediate assistance and intervention. This signified DSWD's core values of "Maagap at Mapagkalingang Serbisyo, Serbisyong Walang Puwang sa Katiwalian; Patas na Pagtrato sa Komunidad" and finally affirmed DSWD's brand of "DSWD, May Malasakit".
