Summary: The Re-entry Project of the Scholar entitled: "Stairway to Success: Enhancing the Implementation and Evaluation of Educating the Out-of-School-Youth in Agriculture Entrepreneurship Using the Ladderized Dual Training System" is a priority thrust of the agricultural Training Institute. ATI is a mandated under the Agriculture and Fishery Modernization Act ( AFMA) otherwise known as Republic Act 8435 to provide capability building programs for the rural Based Organizations (RBOs) including the out-of-school-youth. Three pilot sites were included in the monitoring and evaluation of the ReP: Padcal, Benguet, Puerto Princesa Palawan and Murcia, Negros Occidental. There were 91 recipients from the scholarship grats from the ATI, distributed as follows; Benguet, 27; Puerto Princesa, 34; and Negros Occidental. 30, The projects was contracted out with the Foundation of Peoples Development (FPD), an accredited private extension service provider. The funding source for the implementation of the program was sourced out of the 4H Club Youth Development Project, a locally funded project of the department of Agriculture. It is a five year program to strengthen and revitalize the 4H Club whose majority of the members are out of school youth aged 15-30 years old. Monitoring and evaluation instruments were developed to determine the performance of the program, the scholars and the learning sites for the On-Job-Training (OJT). Site visits/ Validation, key Informant Dialogue with partner institutions and stakeholders were conducted. Secondary data were also gathered from the visit. The site in Benguet was excluded from the site visit because of the operational problems encountered by the PHILEX Mining Corporation, a private partner in the program. Results and outputs from the site visits were presented. The absence of regular monitoring has created problems in the implementation of the program. The performances of the scholars in the academic and OJTs were not monitored and assessed. the learning sites where OJTs are conducted were not evaluated in terms of their capabilities and usefulness. There are no standard modules for the OJT. The learning sites and scholars should have a common understanding or expectations to avoid conflicts in their OJTs. The results of this ReP will provide a framework for the Management to institute corrective measures to enhance the implementation and evaluation of the Program.
