Summary: It is said that more than half of our lifetime medical expenses are incurred after 60 and we should also try to look into some of the burning issues such as: * How does the healthcare expenditure differ across various age grousp? * Are the Senior Citizens really protected from catastrophic out of pocket health expenditure payments being considered as the most vulnerable age group? This ReEntry Project was conducted to evaluate and determine if the country's only social health insurance through the All Case Rates Packages of PhilHealth really provide a significant impact on the medical health expenditure requirements of our Senior Citizens. At the outset, this ReP extracted data and information from the three largest hospitals in Tacloban City that cater health care services to its elderlies. The data particularly the Statements of Accounts (SOA) were gathered last February, 2018 using the Power BI dashboard in the office. This also presented the analysis and interpretation of data collected in the conduct of this study. "Power BI (Business Intelligence) is a business analytics service provided by Microsoft, where end users can create reports and dashboards by themselves without having to depend on information technology staff or database administrators. It imports reports from a company then present them as visuals." Interpretation of the Out of Pocket Expenses (OOPE) for each of the Top 12 Illnesses (based on PERCENTILE distribution): LOW = less than 25th P of the hospital bill AVERAGE = 25th-75th P of the hospital bill HIGH = more than 75th P of the hospital bill Statistical analysis depicted that there is a wide gap between PhilHealth's All Case Rates Package amount and the actual hospital bill once our Senior Citizens are admitted. The total actual bill for all illnesses was significantly higher compared to what PhilHealth is paying, leaving the burden to the Senior Citizen patients as they need to pay for the excess of the bill after the corresponding PhilHealth benefit package has been deducted. Further, comparison between the Out of Pocket Expenses (OOPE) every time they are hospitalized. Amendment should be done at least initially on the Top 12 causes of morbidity identified. There might be reservations though on the budgetary requirements for its sustainability. However, the following can ensure that increasing the PhilHealth ACR package rates for Senior Citizens is sustainable: 1) Sin Tax Law can address this concern because its expands health coverage in the Philippines by helping finance the Universal Health Care Program of the government. 2)TRAIN Law in which benefited are some three million indigent Senior Citizen 3) Legislation that the Congress will provide enough budget for the amended rates like through: a. Department of Health (DOH) can have a separate Medical Assistance Program for the health financing needs of the elderlies b. Philippine Charity Sweepstakes Office (PCSO) can incorporate in its existing Individual Medical Assistance Program (Imap) c. Department of Social Welfare and Development (DSWD) can reinforce its Medical Assistance Program (MAP)
