Summary: The Department of Justice - Parole and Probation Administration (DOJ-PPA) is mandated by law to supervise probationers, parolees and pardonees (collectively, the Clients) and to rehabilitate them to become productive, law-abiding, and socially responsible citizens of the society. To carry out is mandate, an efficient supervision service and the capability of the Clients to comply with the mandatory conditions and to participate in the rehabilitation activities are two significant considerations. An efficient supervision service is affected by a number of factors including the number of Probation Officers, handling supervision over the Clients, Currently one Probation Officer is supervising an average of seventy-five Clients. Equally important is the Clients' compliance with the conditions attached to the grant of probation, parole and conditional pardon particularly the monthly reporting to Probation Officers. However many Clients are having a hard time to comply and sometimes do not even comply due to the rigid requirement of personal appearance in the probation offices and to various factors which are beyond the control of the clients nor the Probation Officers. This Re-entry Project (ReP) supports the mission of DOJ- PPA to design innovative interventions and techniques that can solve any problem which hinders the successful supervision and rehabilitation of the Clients. By harmonizing law and technology, E-Reporting and Geo-porting will not only address the problem but will also optimize the opportunities offered by modern technology that can be utilized in community-based rehabilitation of convicted criminal offenders. As a innovation to the supervision services of DOJ-PPA, the ReP established alternative modes of reporting to Probation Officers, thru E-Reporting and Geo-porting aside from the traditional personal reporting. This will transform the existing supervision service into a client-centric supervision service by making it more accessible to the Clients and by giving them more flexibility in complying with the reporting requirement whether simple inside home but indisposed, in the workplace performing employment obligations, or in other jurisdiction doing equally important personal errands. The ReP was implemented via pilot testing in Caloocan City Parole and Probation Office. During the pilot testing, the Clients who would not report personally to the probation officers due to employment, family obligation, sickness, travel to other jurisdiction, and lack of transportation fare were still able to comply with the reporting condition thru E- Reporting and Geo-porting. On the part of the Probation Officers, the ReP offered to a good strategy in electronically monitoring the whereabouts and the location of the Clients real-time. In the implementation of the ReP, the Scholar employed strategies in the conduct of every activity comparing the four phases of the ReP to produce the desired outputs. Te collaboration of the stakeholders, the active participation of the clients, and the support and involvement of their respective families are sought to accomplish the ReP. Likewise, the Scholar proposed for certain initiatives to continue what has been started by the implementation of the ReP, including the incorporation of the approved Implementing Guidelines for E-Reporting and Geo-porting in the PPA Omnibus Rules on Probation Methods and Procedures. The lessons derived from the implementation of the ReP and the scholar's realizations of himself are all taken into consideration to serve as a guide in the development and management of comparable projects in the future.
