Focus group discussion (FGDs), Key Informant Interviews (KIIs), Survey Questionnaire (SQs), and documentary review data were triangulated and analyzed to formulate conclusive evidences. This study also aimed to bring PhilHealth to the point of primary health care where a preventive program for financial risk protection is reached, inequities in health is addressed, and health outcomes of the marginalized are provided.
