Summary, etc. The national Government is continuously improving the health condition of the country based on the National Objectives for Health 2011-2016 in the ideals of the Universal Health Care of the Aquino Agenda for insurance services for health financing of the Filipinos. As on of the major thrust of UHC, it is compelled to push efforts to attain indicators through rapid membership enrolment of families to its clients. Certain programs have been established and implemented that yielded positive outcomes in increased Individually Paying Membership, increased number of accredited health facilities, increased utilization Philhealth services through campaign in certain communities. However, there were some gaps identified in the Municipality of Dingalan, Aurora that the researcher deemed reflective of what is happening in the greater scale of the country. The study is an action project that explored the possibility of establishing an online PhilHealth Desk in a Rural Health Unit Setting, dubbed as PhilHealth-To-the-Barrios". This project aimed to mend the gaps in health financing in a multisectoral approach (beneficiaries, local government unit, and health service provider). The expected output of the implementation of the Project was overall maximization of PhilHealth Services in Dingalan through the provision of a physical access (Online PhilHealth desk) in the area. The Problems identified were poor understanding of the PhilHealth benefits among the poor members, inaccessibility of PhilHealth services, low PhilHealth coverage (quintiles in the socioeconomic class not covered by the sponsorship program but can contribute premiums), poor local health-financing program, underutilized Phil-Health services of the rural health unit and inefficiency in the filing claims. The study utilized a qualitative mode of collecting, describing, analyzing, and interpreting the data, The research aimed to use multiple methods in gathering day to further discuss the process and impact of PTTB to the expected outputs based on the gaps identified in the different stakeholders. Focus group discussion (FGDs), Key Informant Interviews (KIIs), Survey Questionnaire (SQs), and documentary review data were triangulated and analyzed to formulate conclusive evidences. This study also aimed to bring PhilHealth to the point of primary health care where a preventive program for financial risk protection is reached, inequities in health is addressed, and health outcomes of the marginalized are provided.
