DTI places the financing gap in this sector at P180 billion while Philexport places it at P67 billion. Regardless of whom is correct, one thing that we recognize that SMEs need more funding in order to grow and create ripple effects in the economy. Responding to this DBP and DOST established their own programs to help SMEs grow. DBP hired SME Champion Benel D. Lagua as Executive Vice President and Chief Development Officer to lead the bank in helping this sector. To provide a sense of focus to this sector, Small and Medium Investment and Loans for Entrepreneurs Department (SMILED) was created and an SME Loan and Investment Program was adopted. DOST on the other hand implemented DOST Small Enterprise Technology Upgrading Program (DOST-SETUP) which aims to encouraging and assisting micro, small, and medium enterprises (MSMEs) to adopt technological innovation to improve their products, services, operations and increase their productivity and competitiveness.
