Summary: Republic Act 9394 authorized of the Schools Division of Borongan City as separate from the Schools Division of Eastern Samar, Region VIII. Despite its launching five months ago. its clientele were saddled with problems related to unattended claims/ concerns because the support services of the Division Office were not in place. Hence, this project was designed to establish a functional new Division Office. In this project, the scholar used the Appreciative Inquiry Model (Ai) because she wanted to build on the strengths and opportunities that already existed in the organization, particularly those related to human resources. This project purposively involved some clients, the Project Team, Section Heads of the Mother Division, and other government agencies. It started with the self-assessment of the strengths and developmental needs of the Division Office personnel, who were LGU-employees. Likewise, clients' expectations were gathered thru focused-group discussions. Results of these activities served as inputs in defining "quality" service. Trainings/ conferences, small group workshops, mentoring, coaching and walk-around management provided the Division Office staff with learning experiences in the actual performance of their duties and the preparation of documents needed in their respective offices. The project outputs included vital documents that are very much needed in the full operation of the new Schools division. Among these were personal itemization Services and Plantilla of Personnel (PSI- POP), Situational Analysis, Annual Procurement Plan, Inventory of Division and School Properties, Handbook for Plantilla Personnel, Capability-Building Program, and the Credo to affirm the support staff commitment to quality and consistent service.
