Summary: The production operations of the Security Plant Complex (SPC) are affected when construction projects are implemented without regard for safety and environment. Several production interruptions reported and audit findings cited point to the poor safety management of construction projects as the basic cause. The best solution in addressing this problem is a prevention-based mechanism that incorporates safety and environmental considerations in planning, execution and control of projects. Planning. The Re-netry Project established a Standard Safety Environment Requirements for Infrastructure Projects (Safety Standards) approved by the SPC management for implementation and incorporation into the project Terms of Reference. A supplemental Guide to Planning and Implementing Safety (Guide to Safety) which contains estimating reference for safety costs and a checklist in using the safety and environment standards was also approved and issued. With the approval of the Safety Standards, SPC has established clear policies in preventing accidents and incidents from construction projects. It has established a clear guide for project planners to incorporate safety and environmental aspects in the planning of projects, including safety and environmental costs. Execution. The Re-entry Project also increased the capability of personnel involved in the execution of construction projects. Through their participation in the Construction Occupational Safety and Health training, a 40-hour training required by the Department of Labor and Employment for all personnel involved in construction project supervision, more that 80% of the project personnel increased their competency on construction safety. These personnel also gained skills in identifying hazards and recommending actions for better implementation and execution of projects. Selected training participants conducted knowledge sharing activities through an echo training session attended by technical outsourced personnel, who are hired on project-basis. Technical outsourced personnel increased their construction safety awareness through the echo session. Control. The Re-entry Project improved the existing control mechanism of contractor's safety performance through the adoption of the Construction Safety Audit. The document adopts the Safety Standards as the basic audit parameters and rating system to ascertain the contractor's safety performance. Contractors are directed to achieve final audit rating of at least "Satisfactory" in order to qualify for the issuance of a Certification of Satisfactory Performance, a certification required to establish eligibility to bid for future projects. Audit reports are now required to be part of the Quality Management System's Management Review. The inclusion of these safety audit reports in the Management Review provides policy directions and policy formulation for the continual improvement of managing construction safety.
