More often the procurement process in the PNP does not materialize for reason that the existing standard specifications are no longer responsive or outdated. for the PNP to amend the standard specifications and have it approve by the NAPOLCOM would take some time. Additionally, the interpretation of the law for the NAPOLCOM to prescribe the minimum standards is somewhat misnomer because they are not prescribing but merely reviewing/scrutinizing the recommendations made by the PNP and later issue a resolution setting it as the standard specifications for the PNP. This scholar identified three options to deal with this policy problem. After a careful evaluation based on effectiveness, efficiency, social equity and administrative feasibility, this scholar recommend that the NAPOLCOM to give full authority to the PNP in determining the technical specifications to be use for procurement of arms, equipment and uniforms.
